This is a Camp Phillips favorite – practically all houses have this in their gardens. Euphorbia (Euphorbia millii) is known as the Crown of Thorns or Christ Plant, obviously because of its thorny stem that reminds people of the Crown of Thorns of Jesus Christ.  The one in Camp Phillips is one of the many varieties of this specie which is native to Madagascar.

  2. Hi, sorry for the delayed reply, but no, it is not poisonous, but as a matter of safety, it is best to wash hand with water when pricked, and apply disinfectant.
